ownership rights

Presumably you have the text of Fundamento Jurídico 13. Depending on what that says, the issue could be whether ownership of the item in question can be claimed at all or whether a specific person has enough ownership rights to the item at issue.

legal ownership

In my research about the implicit meaning within "patrimonibilidad", it appears that "ownership as defined legally" is paramount.

Thus, by adding "legal" to either ownership or property rights, (depending in the whole context of the document being translated), we add an explicit meaning to the English word, that "patrimoniabilidad" does not require.

Whether to choose ownership or property or not, depends on what is actually owned here. Is it a building, royalties, a heirloom, stocks?

A possible translation could be "legal ownership in itself" ("per se" could be misunderstood in English adding to "legalese").
