The text is an academic article on remunicipalisation and they use the term "lógica pendular" to refer to the changing tendency from private to public - swinging like a pendulum.
Would "the pendulum effect" work here - though we arent really talking about an effect...
Here is the quotation in context:

I think this is being used mostly as a turn of phrase and does not have deep substance in meaning.

By "pendulum" ideas, I gather that it expresses knowledge that public/private preferences as areas for accomplishing actions can change between times and places, and that they may sort of trend from one to the other. But I don't think the "pendulum" aspect itself is correct to state that way in English.

For something more explicitly including the notion of cycles ... "cyclical alternating shift"?
