Esto como resultado de escuchar y evaluar sobre la marcha la demanda de la población de productos y servicios de agua y saneamiento, por parte de los socios impulsores.

A lo largo del documento he visto que el autor le gusta segmentar las ideas, es decir que empieza expresando algo, corta e incluye otra idea y al final termina la idea inicial. Teniendo en cuenta esta consideración y si mi interpretación del texto está correcta el texto fuente sería más o menos así:

[acciones realizadas]. Esto se debe a que los socios impulsores de la alianza/iniciativa escucharon y evaluaron sobre la marcha la demanda de la población de productos y servicios de agua y saneamiento.

Habiendo expresado esto:

These actions resulted because partners who support the initiative listened to and evaluated, on the march, the population demand of water and sanitation products and services.

Sin embargo; me gustaría leer sus comentarios al respecto.

My interpretation is that "sobre la marcha" means 'constant', 'ongoing' and applies to both verbs.

'This outcome was possible because the partners promoting the initiative constantly listened to and evaluated the population's requests for water and sanitation products and services.'

OR:

'This outcome was possible because the partners promoting the initiative were constantly listening to and evaluating the population's requests for water and sanitation products and services.'

Thanks, Gillian. That would work. I was thinking of 'ongoing' but couldn't figure out how to fit it in.

agree Marcelo González : Duly noted, of course, Taña---a comment made with that possiblity always present :-) >yes, but I would not use "on the fly," as this idiom, at least in the U.S., is often used with a slightly negative connotation, similar to doing something 'off the cuff.

Thanks Marcelo. However, as a British native, we perhaps have two different perceptions of "on the fly". https://dictionary.cambridge.org/es/diccionario/ingles/on-th... - practical and quick thinking is another idea, but it doesn't have the same ring.
