: 1. Seria necessário explicitar que o advogado/procurador representa e é funcionário do estado. 2. Na UK o Estado é muitas vezes representado por advogados profissionais livres. Por isso, não é assim tão óbvio à vista do cliente.

Thanks for the suggestion, but I pick the explanations that make more sense to me. Apparently, you ignored Aulete’s definition. Doesn’t it say “Advogado do Estado”? Obviously, he/she is a state employee! No need to explain the obvious.

The procurador-geral is the big boss, but the procuradoria(-geral) also includes less senior magistrados who are called procuradores.
"A Procuradoria Geral do Estado (PGE) empossou nesta quarta-feira (13.01) o procurador Luiz Humberto de Castro Costa, classificado no concurso público realizado em 2016. Ele ficará lotado na subprocuradoria de aquisições e contratos.
A posse do novo servidor foi realizada na sede da procuradoria atendendo as todas as medidas de biossegurança. Luiz Humberto formou-se em São Luís do Maranhão (MA) Maranhão, e até então atuava como procurador municipal em Campinas (SP).
Com a posse do novo procurador, a PGE conta com 90 procuradores do Estado em atividade, atualmente. Ainda aguardam a nomeação outros 16 procuradores, que não foram chamados devido à questão da Lei de Responsabilidade Fiscal (LRF)."

MR: Yes and no. Their a clear distinction between where the buck stops and whose opinion it is. For example a reclamação hierárquico made against an opinion of the procuradoria might ultimately be decided by the Attorney General, or by a body of which he/she ia a member. The Attorney General would have to recuse him/herself if the opinion was legally regarded as his/her, (para não ser juiz em causa própria) but that is not the case either in theory or practice, which is not to say that the opinion does not bind the procuradoria as an institution.
It is therefore possible to exclude one of the possible translations of Procuradoria, i.e. Public Prosecutor, as the State is a party in criminal proceedings.
The most likely answer to this question is therefore "opinion of the Attorney General's Department".
The legal representatives of parties in criminal, civil and administrative proceedings rarely, if ever, file opinions of their own authorship. They always file pleadings (petição inicial, contestação, réplica, etc.) and sometimes file third party opinions, which are written by experts, who are often law professors.
The Procuradoria/Ministério Público in in the unique position that while it always represents its "client", i.e. the State, the State is not always a party in the proceedings. In such proceedings, in which the Procuradoria exercises a duty of general superintendence, it frequently files opinions on the merits of the case, for the consideration of the parties and the judge.
This is the most likely scenario in which the opinion of the Procuradoria would have arisen; on the assumption that it was filed in legal proceedings.

Não existe uma figura com uma função tão abrangente nos países da common law, embora a Attorney General / US Department of Justice tem um papel algo parecido no foro penal e na representação do Estado em processos civis, mas faltando lhe a função de superintendência geral nos processos em que o Estado não é parte.
Visto isto, tem sido a minha prática habitual empregar o termo Public Prosecutor nos processos crime e o termo Attorney General's Department nos demais processos, como equivalente a procuradoria/Ministério Público, apoiada numa nota de tradutor quando necessário.
