This can also be expressed in Spanish as "crédito bajo contencioso/en contencioso" (provided that it's at Court). Therefore you could say contentious or credit under contentious (and contentious-administrative IF (sic) it involves an action taken against, or challenging the rights of the central administration/judicial review)
