Dear Daryo, That was a title for a person and it is the text that follows that title

KT&G exports more than 150 brands to 50 different countries. And it has also established local plants onsite, To locally manufacture and sell main brands, breaking the annual export value record every year.

@ Asker Are you saying that these 4 words are the only words to be found on a piece of paper that mysteriously​ landed on your desk, no idea who wrote it, who is supposed to read it, no idea what is the whole story about? Most probably not.

Can we have the whole sentence? and preferably a sentence or two before and after.

Is this part of the name/address in a list of "offices" of some specific company or part of text about companies and their subsidiaries in general?

You may not call all this "context", but that's exactly what it is - and can twist the exact meaning of the term you asked quite significantly​ in one direction or another ...

For now we don't even know if it's used as precise legal term describing the legal status of this "office" or ordinary commercial jargon.

"overseas" just means abroad, i.e not in the HQ country of parent (main) company

disagree Daryo : despite the Asker claiming "there is no more context" there MUST be some information in the ST clarifying the exact meaning of "business office" - without that info it's very easy to fall in a potential trap of the "it's obvious" variety.
