Does it mean that local readings say that reactor pressure is high?

That's right: the readings were 'local' because they were actually in the reactor building (i.e. 'local' to the problem), rather than 'remote' readings in (say) some central control room

yes, correct

Like you wrote above, the local readings indicated that the reactor pressure is high, and this was confirmed by the reactor building that the isolation condenser was not operating.
