me thinks This looks like a city brochure that advertises its citizens and companies, one of them the optical technology-based at discussion here. Optical tech points into much smaller levels than miniature, may go as far as nano technology. If the asker could tell us what the article talks about that is headed by the asked phrase, we might be smarter.
