This appears in a technical description of various exhaust fan units.

Context:
Ansteuerung über Trafo-Stufen-Schaltgeräte nur in der großen Drehzahlstufe möglich.

I'm assuming that this is kind of "electricians speak" and my attempted translation for this would be "5-speed controller with integrated transformer" - the "Trafo" bit being the troubling part, i.e. how does that fit in here?

5-step control transformer

You are obviously dealing with velocity control. At a given velocity, a transformer may be used to control torque by switching (reducing, increasing) its secondary (output) voltage. You do not necessarily control the speed of a motor by switching the transformer voltage, i.e. the velocity of a three-phase motor is controlled by frequency. The text, it seems to me, rather refers to the torque control of a motor running at high velocity.

I am not absolutely certain about this. In power electrical work, transformers often have tap changers that will allow them to work with different voltages.

It might fit in your context.

Comment: "Thanks for your answer which makes sense as the tap changer is well documented as a device for switching voltages and I have noted. I chose "control transformer" although at this point I'm still not entirely sure which one is right. It does however work better with my chosen translation for "Schaltgerät" which is "control"."
