German term

als hoheitliche Stelle

Is this an "in its capacity as an official body", "official centre", "national centre" or what?

in its capacity as the governing/competent body

I'd say, because the organization is responsible for certifying xyz

though hoheitlich is often translated as sovereign, national, IMO here thee term is being used more in the sense of *having jurisdiction*
