as in "Die kreisfreie Stadt Giessen" (no more context is needed than that). I understand that it means the city broke away from the Landeskreis and is independent. Is "free borough" a purely historical term? (I'm translating into British English). Thanks!

It simply means they are administrative districts in their own right . I would not say "independent" as this might lead to confusion.
If the real meaning of "kreisfrei" is important for your text, there will be no other way than to add a note
Within the Länder, the lower level of administration is made up by the counties (Kreise) and large
and middle-sized cities (Städte, Kommunen). These cities, unlike their smaller counterparts, which are subordinated and supervised by the counties, are on the same administrative level as the counties and, therefore, are not subject to their supervision (i.e. they are kreisfrei).
