: Yes synonymous usage to "exceeding the budget" is well possible. IMO it would also make it more a US. Eng if that is desired.

I also believe it is straight forward.
A rough intepretation:
the doctor is not willing to prescribe XXX because there is risk that it will not be covered (the cost) in the budget provided by the American health insurance fund
In other words there is a risk that the budget provided for the will be exceeded...

: 1) doctor_suz is a USA-based translator working on a text about the German health insurance system; 2) the proposed phrase was already posted 5 hrs before; 3) “will be exceed..." is grammatically incorrect.

I admit it was not necessary to support that choice additionally. Otherwise I am not to keen on discussing point (3) budget provided will be exceedED mispelled on notes added. A vague criteria for -1. In addition I am not contradicting the person I gave+1
