I have so far "Regarding the existing cerebral psychosyndrome, the patient is only conditionally capable of ....what exactly??? dealing with the situation??? coming to terms???

It is about a tetraplegic patient.

I would shorten it to this, like "the patient has limited reflexes"

capable of reflecting on

The patient is only partially capable of reflecting on the remaining extent of the cerebral psychosyndrome.

perhaps "grasping" (in the sense of comprehending)
in any case it seems to be an assessment of a reduced intellectual or emotional capacity
