XX million jobs
Looking through the referenced essay, it appears that this means something like "xx million jobs"...as in jobs created for XX million people. But I believe in English this would genereally be written as simply "xx million jobs", as in "created 23 million jobs in the area of manufacture in 20 years"...or something like that.
