The whole sentance could translate as:
'Added examples of conditions that limit operations (such as international roaming, wireless blocking functions and so on).'

agree sigmalanguage : Basically agree. I am not so sure, but it might be better to write "conditions to limit" than "conditions that limit". P.S. I do not understand why 機能 is listed as an example of 条件, but maybe we should just forget such "triflings".

Thanks. Really there is no major difference between 'conditions to limit' and 'conditions that limit' in this context. If one really thought hard about it 'to limit' would suggest an action by an agent (eg in contract), 'that limit' a passive action.

wireless functionality blocked (see explanation)

動作を制限する際の条件の例(国際ローミング、無線停波機能等)を追加
This sounds like version history notes for a software project.
I would translate the whole thing:

Added examples of conditions where usage is restricted (international roaming, wireless functionality blocked, etc.)
Peer comment(s):

agree sigmalanguage : This is another possibility. Perhaps 'wireless functionality stopped' should also be considered.
