This seems to be a list in the form of a table, showing all electrical interlocks in an installation, possibly with all dependencies indicated.

lockup tables

This isn't much of an answer - just to let you know that forrligling isn't a word in Norwegian. Forrigling, on the other hand, is the noun derived from the verb forrigle, which means to lock or lock up. Try to Google 'forrigling', and you may get closer...
