The fact that we say "competent" in the context of courts does not automatically mean it is correct here.

When translating legal texts, I prefer to use "the minister responsible for" (no capitals), as this refers to a function, rather than a particular title. If you say "the Minister for Education", that would mean the Minister for Education and nobody else (i.e. a person holding that title). If next year the official title is changed (e.g. the Minister for Education and Sport) you would need to amend all existing references to include the new title. Whereas "the minister responsible for education" would remain the same, regardless of any changes to his/her particular official title.

Moj neutral dla Tortola jest tylko tak "na przyczepke".
W zasadzie w kontekscie "odpowiedzialnosci ministra wlasciwego ds. (...)" odnosi sie rowniez do wszystkich pozostalych propozycji :))
