Absolutes shall apply as such unless otherwise stated

Since the the context is legal, I prefer to use "shall". Instead of "apply" we may use "Shall be conceived or regarded as such"..

That which is not explicitly forbidden is permitted

I think that there must be a rule to restrict any action, otherwise it is legal. Various other answers already indicated this, so I'm just stating it in a different way.
