In other words, such superior (部下に当たる) is despotic ---- the latter not necessary.

No, bitching and moaning about something to one's junior colleagues (部下に愚痴を言う) is not same as 部下に当たる. In the latter, one is using his/her superior position and exerting that superiority. The former one is lowering self equal to them. See the difference?

Hmm The thing about venting frustration, wouldn't that be the last item? イライラしたときに部下に愚痴を言うと、多少はすっきりする

tend to be too harsh on subordinates

あたる is to treat someone harshly or to vent one's (feeling) on someone. In this context, it also means that such behavior is not called for.
