As I have suggested in another question of yours, "傾斜堤式護岸" is "slope(-type) seawall [revetment]". And, I added "沖側" as "offshore". I could find several sites that use "offshore seawall" or "offshore revetment", so they would be okay.

barriers with sloping/non-vertical seaward faces

I'm not sure whether "dike" can be used.

http://www3.ceri.go.jp/monthly9910/99_10_01.htm uses ¥"sloping breakwater¥" for 傾斜堤. The water side (沖側) is the more logical choice for the slope.

A ¥"revetment¥" is (a) a facing (or canal lining) or (b) an embankment around planes, guns, ammunition, etc.

Offshore-side inclined shore protection

This is another plausible translation, sir. Over 1000 other examples in Google.

Depending upon the facts, you may just omit "-side" and say "offshore."
