Source text - Spanish Septiembre fue un mes de contrastes. El llamado bloque de 116 países “no alineados” se reunió por varios días en La Habana. La exhuberancia de los participantes y la curiosidad por saber si Fidel Castro se asomaría, hizo que el evento fuera abundantemente reseñado por la prensa. Unos días antes, una reunión más importante en Río pasó agachada. Convocado por el Gobierno de Brasil, el llamado G-20 se reunió con Estados Unidos, la Comunidad Europea y Japón, para intentar reactivar las alicaídas negociaciones comerciales multilaterales de la Organización Mundial del Comercio (OMC). Al terminar el mes, en la Asamblea General de las Naciones Unidas recibió más atención la vulgar arenga del presidente venezolano Hugo Chávez, que el urgente llamado de los presidentes de Brasil y Chile, Luiz Inàcio Lula Da Silva y Michelle Bachelet, entre otros, para revivir las discusiones en la OMC. Lo único que quedó claro de las diversas reuniones es que, para la mayor parte de países en desarrollo, lo importante no es tanto denunciar la globalización, sino buscar cómo aprovecharla mejor. Translation - English September was full of contrasts. 116 members of so called “non-aligned” countries got together for a few days in Havana. The exuberance of all those who went, and the curiosity surrounding whether Fidel Castro would show his face or not, turned the whole event into a media attraction. A few days earlier, a more important meeting took place in Río that went unnoticed. The meeting, called by the Brazilian Government, brought the members of the G-20 countries together with the United Sates, the European Union, and Japan in an effort to revive the virtually non-existent World Trade Organization (WTO) multilateral commercial negotiations. Approaching the end of the month, more attention was given to the vulgar ravings of the Venezuelan President Hugo Chávez at the United Nations General Assembly, then the urgent call from the Presidents of Brazil and Chile, Luiz Inàcio Lula Da Silva and Michelle Bachelet, among others, to revive WTO discussions. The only thing that was left clear from all the different meetings is that for the majority of the developing countries, what’s important isn’t so much denouncing globalization, but to figure out how to best take advantage of it. Though yelling on the floor will get you more camera time.

Source text - Spanish En la última década, la canasta de servicios básicos de los venezolanos ha pasado de luz, gas, agua y teléfono a una cesta mucho más diversificada. La entrada al mercado nacional de nuevas opciones de consumo en servicio, como televisión por cable, telefonía móvil, seguros prepagados, Internet y otros más, constituyen algunos de los servicios extra que actualmente muchas familias deben cancelar con regularidad.
Si en la familia hay una tarjeta de crédito o una cuenta bancaria donde estén domiciliados todos los pagos, el asunto acaba con el mantenimiento de un saldo a favor lo suficientemente alto para soportar los cargos a la cuenta o la tarjeta. No obstante, partiendo de que la bancarización en Venezuela –aunque no se pueda precisar exactamente en qué nivel se ubica- es bastante baja, la opción de domiciliación de pagos sólo resuelve el problema de unos pocos venezolanos.
Translation - English In the last decade, the basic services basket for Venezuelans has gone from electricity, gas, water, and telephone to a much more diversified basket. New service options like cable television, cell phones, prepaid insurance, and Internet, to mention a few, are some of the extra services that many families are paying for on a regular basis nowadays.
If the family has a credit card or a bank account where they can take advantage of direct billing, then the matter is reduced to maintaining a balance that is able to cover the charges billed to the account or card. Still, starting with the fact that number of Venezuelans actively banking, though it’s not exactly certain at what level, is low, options like direct billing only solve problems for a very small percentage.

Source text - English The FCO manages and coordinates Federal resource support activities related to Stafford Act disasters and emergencies. The FCO assists the Unified Command and/or the Area Command. The FCO works closely with the PFO, SFLEO, and other SFOs. In Stafford Act situations where a PFO has not been assigned, the FCO provides overall coordination for the Federal components of the JFO and works in partnership with the SCO to determine and satisfy State and local assistance requirements. The Secretary may, in other than terrorism incidents, choose to combine the roles of the PFO and FCO in a single individual to help ensure synchronized Federal coordination. In instances where the PFO has also been assigned the role of the FCO, deputy FCOs for the affected States will be designated to provide support to the PFO/FCO and facilitate incident management span of control.
Translation - Spanish El FCO administra y coordina las actividades federales de apoyo con recursos, relacionadas con desastres y emergencias cubiertos por la Ley Stafford. El FCO presta asistencia al Comando Unificado y/o al Comando del Área. Trabaja estrechamente con el PFO, SFLEO y otros SFO. En situaciones contempladas en la Ley Stafford a las que no se haya asignado un PFO, el FCO se encargará de la coordinación general para los componentes federales de la JFO y trabajará en conjunto con el SCO para determinar y satisfacer los requerimientos de asistencia local y estatal. El Secretario, en el caso de incidentes que no estén vinculados con el terrorismo, podrá optar por combinar los papeles del PFO y el FCO en una sola persona a fin de garantizar una coordinación federal sincronizada.
