Which translation tools work best with Arabic translations? Please tell me your experiences. Translation tools are quite expensive and I don't want to waste my money.

you don't need to spend your money if you're just starting with Translation tools, you first need to practice.
Translation tools include, monolingual/bilingual glossaries, machine translation tools and overall what's called TM (Translation Memory). I imagine you mean the latters.

I personally prefer the first, it's much simpler and is not a software, but just a macro (template) that sticks to your ms word version and does the job. Tutorials are also available.
