Cf: 見舞金 = solatium (http://www.proz.com/kudoz/518240) = [a] sum of money paid, over and above the actual damages, as a solace for injured feelings. (OED)

Whatever term you use for 見舞金, it has to stress that this payment is a separate entity from compensation.

advance payment to cover out-of-pocket expenses

Because of the way things work in Japan's 村社会--take weddings and funerals, for example--alongside the "compensation for loss" there is this idea (knowledge) that the recipient needs CASH in a hurry. On a hospital visit, for example, one takes money because health insurance fails to cover a lot. This money comes "with no string attached" as to guilt, responsibility, or liability. Moreover, failure to pay this money is taken as a lack of good faith (誠意) should things come to a suit.

The URL below (大曲市) represents taking up a collection to supply such payments, from neighbors to a neighbor in need.
