Source text - English Appendix 1: Brief History of Forest Resource Use in the Amazon
Forest management (FM) is a broad concept the meaning of which depends on the objectives of the forest owner. The term forest management is not reserved exclusively for timber production. It includes a broad array of forest-related activities including wildlife management, extraction of non-timber forest products, and recreation. Across much of the Amazon, however, the principal FM objective is the sustainable production of wood products. In this case, forest managers need to consider the silvicultural requirements that will yield sustained timber volumes without compromising forest quality or floristic composition over time. Unfortunately, many questions remain unsolved in this regard despite efforts by FAO, EMBRAPA, and other institutions dating from the 1950s.
In fact, until the mid 1970s, forest management for wood production in the Amazon was considered a minor economic activity. Native populations living along rivers mainly extracted rubber, Brazil nuts, resins and a few tree species. Trees were extracted manually, primarily from the varzea (flooded forests), and at low volumes (average 2-3% of the stand volume or 1-2 trees per ha) causing relatively low environmental impacts.
From the mid 1970s, road building, colonization programs, and subsidies for agricultural development by land clearing, provided incentives to increasingly mechanize logging activities and shift these activities to terra firme (upland) forests. During this period, the forest was considered a barrier to development.
In these uplands, forest harvesting on a “sustainable” basis for timber production was not viewed as a good financial investment. In fact, the road building and colonization schemes, along with lack of governance, a frontier mentality, the perception that the forest resource was infinite, and lack of knowledge regarding the ecological and other values of forests led to forest "mining". Ostensibly these practices reduced the amount of material to be cleared and helped fund the process of land conversion to agriculture. Because the desired product was cleared land, the consequential forest degradation practices (i.e. inappropriate logging and road building techniques) were of little importance.
In the mid 1950s, FAO conducted a comprehensive forest inventory in the Amazon basin, established training centers for forest and industrial technicians, and initiated silvicultural experiments. The FAO trained technicians, for many years, provided the backbone for forestry experiments and development in the Amazon. But there were few and many became inactive. After the FAO contract expired in the mid 1960s, SUDAM, EMBRAPA, INPA and UFRA conducted some innovative forest management and silvicultural experiments that still provide valuable information today. In most cases, however, these projects were poorly funded, lacked continuity, and did not serve as integrated sustainable forest management models. Moreover, because these projects were research oriented, there was little emphasis on demonstration and outreach. Finally, the seemingly inexhaustible supply of cheap land and wood served as strong disincentives for forestry investments.
In the 1970s and 1980s, wood products industries expanded due to the readily available, cheap resources along both the newly open roads and the frontier areas designated for colonization. Few species were exported and most of the relatively unknown (for commercial uses) species were sold at low prices in local markets. In the mid-1990s, the relatively high prices and decreasing availability of Asian plywood allowed this sector of the Brazilian industry to grow extremely fast, utilizing many of these poorly known species for export. As a result, wood procurement expanded quickly from traditional areas along highways and frontier colonization areas into the whole Amazon Basin.
In the mid- to late-1980s, research from various institutions revealed linkages between government subsidies for agriculture and land-use change. Published rates of deforestation resulted in worldwide attention especially as the linkages between land use change, climate change, and fire were elucidated. This information along with growing public awareness of the regional and global importance of Amazon forests prompted the government to enact new laws to regulate forestry, restrict land clearing, and reduce agricultural subsidies.
These laws began to limit the nearly free natural resource available to the by then booming industrial sector. The forest service demanded forest management plans from producers. Lacking practical experience in natural forest management or in reduced-impact logging methods in the Amazon, they were not able to respond to these laws. The outcome was the preparation of numerous, so called, sustained yield forest management plans which existed mainly on paper but not in reality. The few that were implemented were not technically correct or sustainable and the forest degrading logging practices continued. By the end of this period in the early 1990s, forest sector development along the Belém-Brasília highway had expanded and in Paragominas (a major wood processing center) there were more than 300 sawmills and plywood mills.
The 1992 Earth Summit in Rio de Janeiro highlighted many of these (as well as other environmental) problems and placed forests and forest management back onto the international agenda. Researchers at IMAZON demonstrated the feasibility and cost-effectiveness of implementing environmentally sound forest management in terra firme forests. They also described in detail the destructiveness, wastefulness, and unsustainable nature of the current practices. Finally, they found that proper planning, supervision, and good implementation of reduced-impact logging methods could reduce the risk of catastrophic fires. At the same time, EMBRAPA published a study that found almost no examples of good forest management in the Brazilian Amazon. During this window of opportunity, FFT-Brazil expanded and diffused IMAZON’s work and helped catalyze a strong and growing interest in FM and RIL.
Since that time, IFT has further expanded opportunities for forest management training. The main advantage that IFT has, which FAO (and other actors from the 1950s and 1960s) did not, is better timing. With stronger government policies and more vigilant enforcement, there is now greater regulatory support than ever before in the Amazon. These improvements in government regulations, along with a growing awareness of the multiple values of the region’s forests, have stimulated interest in forest management, reduced-impact logging (RIL), and forest certification across a wide spectrum of stakeholders in all the Amazon Basin countries. In addition, there is unprecedented participation by these stakeholders in their own future. Many of these stakeholders realize that alternatives to good management are few. As a result, there is broad stakeholder support for sustainable forest management, and this support constitutes an historic opportunity to greatly improve the way Amazon forests are managed.
Some of the key problems facing the forest sector at present, as well as the current policy context and other trends are briefly elaborated in the points below:
• Increased legal and policy basis for sustainable management of Amazon forests
• Beyond subsistence agriculture, few employment opportunities exist for people living in Amazon Basin FM-RIL requires more people at all skill levels than most other land use options in the Amazon and provides more stable employment
• Interest in applying FM-RIL methods growing steadily, but because the Amazon forest sector is large and complex, widespread change will require several years
• Growing interest in forest certification by timber companies compared to 5 years ago – 80,000 ha (1 company); today over 1,000,000 ha certified (7 companies)
• Certification requires well trained personnel
• Lack of trained people to implement plans required by law has driven increased demand for training over past 5 years
• IFT trained most of the current professionals (both practitioners and trainers) in the Amazon
• 10 years ago there were 2 agro-technical schools in the Amazon where most of the graduates could not find employment very readily. Since then, 4 forest technical schools have been established and any good technician graduating from these schools can find a job easily.
• Many producers still using harvest practices that degrade the forest making it more prone to fire and conversion
• Continued large proportion of wood harvested in the Amazon comes from illegal sources or deforestation
• IBAMA’s new procedures for auditing forest management require the forest industry and community forestry project to employ trained workers, foresters and technicians
• To effectively audit and regulate the forest sector, IBAMA and state environmental agencies also require personnel trained in auditing activities
• Extension work is needed to de-mystify the principles and feasibility of good forest management among the various forest sector stakeholders
• IFT’s capacity unable to meet burgeoning demand / need for training; in addition, IFT program unsustainable because of reliance on annual grants
• The Brazilian government – especially MMA, IBAMA, and the National Forest Program – as well as IFT and partners are in the process of addressing the problems of long-term sustainability and training capacity by establishing a forest management training program that will serve all Amazon countries
• While such a training program is being developed, it’s important to maintain growing interest in FM-RIL by sustaining IFT’s training and extension program
• People living in traditional, riverine communities historically used the forest through centuries of adaptation. In contrast, in-migrant settlers, living in communities established along the relatively new highways, were unfamiliar with the forest’s potential. Their main goal was to clear land for agriculture. Because Brazilian law requires settlers to retain 80% of the land they acquire in forest, they are slowly becoming aware of potential ways to generate financial benefits through good stewardship. Although this awareness is the exception rather than the rule, further outreach, education, and training will improve this situation.

Manejo florestal (MF) é um conceito amplo. O seu significado depende dos objetivos do dono da floresta. Esse termo não é usado exclusivamente para a produção madeireira. Ele abrange um leque amplo de atividades florestais que inclui manejo de vida silvestre, exploração de produtos não madeireiros, e recreação. No entanto, em quase toda a Amazônia, o principal objetivo do MF é a produção sustentável de produtos madeireiros. Por isso, os produtores florestais precisam considerar os requerimentos silviculturais que irão produzir volumes sustentáveis de madeira, sem comprometer a qualidade da floresta ou sua composição florística com o decorrer do tempo. Infelizmente, muitas questões continuam não resolvidas nessa área, apesar dos esforços do FAO, EMBRAPA, e outras instituições que datam dos anos 50.
Na verdade, até a metade dos anos 70, o manejo florestal para produção madeireira na Amazônia era considerado uma atividade econômica secundária. Populações nativas morando nas margens dos rios extraíam principalmente borracha, castanha do Pará, resinas, e algumas espécies de árvores. As árvores eram extraídas manualmente, em grande parte, da várzea (áreas inundadas), e em volumes menores (em média de 2% a 3% do volume em pé ou 1-2 árvores per ha), causando impactos ambientais relativamente pequenos.
A partir da metade dos anos 70, a construção de estradas, os programas de colonização, e os subsídios para o desenvolvimento agrícola devido ao desmatamento, forneceram incentivos que promoveram a mecanização da exploração madeireira e que deslocaram essas atividades para as florestas de terra firme. Durante esse período, a floresta foi considerada uma barreira para o desenvolvimento.
Na terra firme, a exploração florestal para produção madeireira sustentável não foi vista como um bom investimento financeiro. Na verdade, a construção de estradas e os esquemas de colonização, em conjunto com a falta de governança, uma mentalidade de fronteira, a ideia de que os recursos florestais eram infindáveis, e a falta de conhecimento tanto dos valores ecológicos como de outros valores florestais, levaram à degradação florestal. Ostensivamente, essas práticas reduziram a quantidade de área a ser desmatada e ajudaram a promover o processo de conservação da terra para agricultura. Considerando que o produto final foi o desmatamento da terra, as consequentes práticas de degradação florestal (i.e. técnicas de exploração madeireira e de construção de estradas inapropriadas) foram de pequena importância.
Na metade dos anos 50, o FAO conduziu um inventário florestal compreensivo na bacia Amazônica, estabeleceu centros de treinamento para técnicos florestais e industriais, e iniciou experimentos silviculturais. Por muitos anos, o FAO treinou técnicos, forneceu o suporte principal para experimentos florestais e para o desenvolvimento na Amazônia. Mas, houve poucos experimentos e muitos se tornaram inativos. Depois que o contrato com o FAO expirou, nos anos 60, a SUDAM, EMBRAPA, INPA, e UFRA conduziram alguns experimentos inovadores de manejo florestal e silvicultura, que ainda hoje fornecem informação válida. Em muitos casos, no entanto, esses projetos não foram bem financiados, não tiveram continuidade, e não serviram como modelos integrados de manejo florestal sustentável. Na segunda metade dos anos 80, pesquisas feitas por várias instituições revelaram a relação entre subsídios agrícolas e mudança de uso de terra. Taxas de desmatamento publicadas resultaram em atenção mundial especialmente quando as relações entre mudança de uso de terra, mudança de clima, e incêndios foram explicadas. Essa informação, juntamente com a crescente conscientização pública da importância regional e global da floresta amazônica, levou o governo a aprovar novas leis para regulamentar o manejo florestal, restringir o desmatamento, e reduzir subsídios agrícolas.

Os poucos planos que foram implementados não eram tecnicamente corretos, e as práticas degradáveis de exploração madeireira continuaram. No início dos anos 90, o desenvolvimento do setor florestal ao longo da estrada Belém-Brasília expandiu, e em Paragominas (um centro importante de processamento de madeira) havia mais de 30 serrarias e fábricas de compensados.
Em 1992, a conferência Cúpula da Terra (Earth Summit) no Rio de Janeiro, enfatizou vários desses problemas (assim como outros problemas ambientais) e colocou as florestas e o manejo florestal novamente na agenda internacional. Pesquisadores do IMAZON demonstraram a viabilidade e a eficácia de custos da implementação do manejo florestal responsável em florestas de terra firme. Eles também descreveram em detalhes a destruição, o desperdício, e a natureza não sustentável das práticas atuais. Desde esse período, o IFT tem criado mais oportunidades de treinamento em manejo florestal. A principal vantagem do IFT, que o FAO e outros atores dos anos 50 e 60 não tiveram, foi a de agir no momento certo. Devido a políticas governamentais mais fortes e uma maior fiscalização, existe agora na Amazônia uma regulamentação maior do que nunca. Essas melhorias nas regulamentações governamentais, juntamente com a crescente conscientização dos múltiplos valores das florestas da região, têm estimulado o interesse no manejo florestal, na exploração de impacto reduzido (EIR), e na certificação florestal entre diferentes atores em todos os países da bacia amazônica. Além disso, há uma participação sem precedentes desses atores em seu próprio futuro. Muitos desses atores entendem que as alternativas para um bom manejo são poucas. Como resultado, há um amplo apoio ao manejo florestal sustentável por parte dos atores, e esse apoio constitui uma oportunidade de melhorar a maneira como as florestas da Amazônia são manejadas.
Alguns dos principais problemas desafiando o setor florestal na atualidade, assim como o atual contexto político e outras tendências, são brevemente elaborados abaixo:
• Aumento da base legal e política para o manejo sustentável das florestas na Amazônia;
• Além da agricultura de subsistência, existem poucas oportunidades de trabalho para as pessoas que vivem na bacia amazônica MF-EIR requer mais pessoas em todos os níveis de habilidade do que a maioria das outras opções de uso de terra na Amazônia, e fornece mais empregos estáveis;
• O interesse em aplicar os métodos de MF-EIR está crescendo rapidamente, mas como o setor florestal na Amazônia é grande e complexo, uma vasta mudança irá requerer vários anos;
• Crescente interesse das companhias madeireiras na certificação florestal, comparado há cinco anos atrás – 80.000 ha (uma companhia); hoje, mais de 1.000.000 ha certificados (sete companhias);
• Certificação requer pessoal bem treinado;
• A falta de pessoal treinado para desenvolver os planos requeridos pela lei tem levado a uma crescente demanda de treinamento nos últimos cinco anos;
• O IFT treinou a maioria de seus profissionais atuais (tanto técnicos como instrutores) na Amazônia;
• Há 10 anos atrás havia duas escolas agrotécnicas na Amazônia, onde a maioria dos técnicos graduados não podia encontrar emprego facilmente. Desde então, quatro escolas agrotécnicas foram estabelecidas e qualquer bom técnico graduando dessas escolas pode conseguir um emprego sem dificuldades;
• Muitos produtores ainda usam práticas de exploração que degradam as florestas, as tornando ainda mais susceptíveis ao incêndio e à conversão;
• Uma proporção cada vez maior de madeira extraída da Amazônia é fruto de ação ilegal ou de desmatamento;
• Os novos procedimentos de auditoria de manejo florestal do IBAMA requerem que as indústrias florestais e os projetos de manejo florestal empreguem trabalhadores, engenheiros florestais e técnicos treinados;
• Para examinar e regulamentar o setor florestal efetivamente, o IBAMA e as agências estaduais do meio ambiente também requerem pessoal treinado em atividades de auditoria;
• Trabalho de extensão é necessário para desmistificar os princípios e a viabilidade do bom manejo florestal entre os vários atores do setor florestal.
• O IFT não é capaz de atender a crescente demanda / necessidade de treinamento; além disso, o programa do IFT não é sustentável porque depende de financiamento anual
• O governo brasileiro – especialmente o MMA, IBAMA, e o Programa de Floresta Nacional – assim como o IFT e organizações parceiras estão no processo de discutir os problemas de sustentabilidade de longo prazo e capacidade de treinamento, através do estabelecimento de um programa de treinamento de manejo florestal, que irá servir todos os países amazônicos;
• Enquanto esse programa de treinamento está sendo desenvolvido é importante manter o interesse contínuo no MF-EIR através de apoiar o programa de treinamento e de extensão do IFT;
• Os povos vivendo em comunidades ribeirinhas historicamente usaram as florestas durante séculos de adaptação. Em contraste, os imigrantes colonizadores, vivendo em comunidades estabelecidas ao longo de novas estradas, não estavam familiarizados com o potencial da floresta. Seu objetivo principal era desmatar a floresta para a agricultura. Devido ao fato de que a lei brasileira requer que os colonizadores retenham 80% da terra que eles adquirem em área de floresta, os colonizadores estão aos poucos se conscientizando das possíveis maneiras de gerar benefícios através do bom manejo florestal. Embora essa conscientização seja uma exceção ao invés de regra, mais trabalho de extensão, educação, e treinamento irá melhorar essa situação.

Source text - English The Brazilian Amazon alone encompasses 5 million Km2 and harbors 85 percent of Brazil’s remaining natural forests. With an estimated commercial timber stock of about 60 billion m3, much of the remaining upland area of this region is suitable for forestry and/or multiple-use forest management . Considering its potential economic, employment, and other social benefits, as well as the large area it affects, the forest sector should play an integral role in strategies to conserve the Amazon’s natural resources . This potential will only be realized, however, if producers adopt practices that ensure long-term productivity and diversity of the forests. Unfortunately, most forests across the Amazon are still poorly managed, with severe consequences for the region’s environment and unnecessary risks to worker safety .
Although no single system exists for managing the wide diversity of Amazon forests for timber production, minimizing environmental damage from harvesting operations is a prerequisite for SFM across the Basin. Thus, several companies and forest-based communities are starting to implement reduced-impact logging (RIL) practices or integrated management that includes RIL and non-timber forest product (NTFP) extraction, and a growing number want to certify their operations. Although many producers want to improve their management practices, most lack the capacity to do so.
In recognition of the forest sector’s problems and promise, the Brazilian government recently instituted legislation and technical guidelines designed to promote sustainable use of forest resources , . For example, the government’s National Forest Program aims to commit 500,000 Km2 of Amazon forest to sustained timber production by the year 2010. The technical guidelines call for application of RIL as well as post-harvest silvicultural treatments to retain and enhance the value of the residual forest. The government also wants to increase the volume of timber certified by the Forest Stewardship Council by 10 percent in the next few years .

Com um estoque de madeira comercial estimado em cerca de 60 bilhões de m3, a maior parte das áreas de terra firme remanescentes dessa região é apropriada para o manejo florestal para madeira e/ou para uso múltiplo . Considerando o seu potencial econômico, empregos, e outros benefícios sociais, assim como a grande área que ele afeta, o setor florestal deveria exercer um papel-chave nas estratégias de conservação dos recursos naturais da Amazônia . No entanto, esse potencial somente será reconhecido, se os produtores adotarem práticas que assegurem uma produtividade de longo prazo e a diversidade das florestas. Infelizmente, a maioria das florestas na Amazônia ainda são muito mal manejadas, com conseqüências sérias para o meio ambiente da região, e riscos desnecessários para os trabalhadores .
Apesar de não existir um sistema único para manejar a grande diversidade das florestas da Amazônia para a produção madeireira, a diminuição dos danos ambientais causados pelas operações de extração é um pré-requisito do MFS na Bacia Amazônica. Por isso, várias companhias e comunidades das florestas estão começando a implementar práticas de exploração florestal de impacto reduzido (EIR), ou de manejo integrado que inclui EIR e a extração de produtos florestais não-madeireiros (PFNM), e um número cada vez maior quer certificar suas operações. Embora muitos produtores queiram melhorar suas práticas de manejo, muitos não têm a capacidade de fazê-lo.
Em reconhecimento dos problemas e da promessa do setor florestal, o governo brasileiro recentemente instituiu uma legislação e diretrizes técnicas criadas para promover o uso sustentável dos recursos florestais , . Por exemplo, o Programa de Florestas Nacionais do governo objetiva designar 500.000 Km2 de florestas da Amazônia para a produção madeireira sustentável até o ano 2010. As diretrizes técnicas requerem a aplicação das técnicas de EIR, assim como de tratamentos silviculturais pré-extração, para manter e aumentar o valor da floresta residual. O governo também quer aumentar o volume de madeira certificada pelo Conselho de Manejo Florestal em 10% nos próximos anos .
