AFAIK, there were never any plans to replace WFP3 with WFP4. WFP3 is still available, much like Microsoft supported Word 2003 for more than 10 years. However, far fewer development resources are dedicated to it since the release of WFP4. WFP3 is mostly in maintenance mode (bug fixes, minor improvements) and will continue to be supported for the foreseeable future.
WFP4 was short-lived and was replaced by WFP5. However, it was not as big a shift as it was from WFP3 to WFP4, which are completely different tools.
