This isn't the actual name of a group (no group would call itself straying apostates!), but I guess it's placed between quotation marks because the text is quoting someone describing them as such.
According to this site, which is I think the text your translating, it's how Al-Qassam Brigades describe the killers:

Actually it's the Salah Al-Din Brigades that are being quoted here.
According to this site, which is I think the text your translating, it's how Al-Qassam Brigades describe the killers:
