I find this phrase in an affidavit written in the Dominican Republic. The entire sentence reads:

"TERCERO: Que la presente declaración jurada, *obedece a la máxima expresión de la voluntad". _____

What does this MEAN, and what is a good English translation for this legalese?

It is saying that the entity is entering the agreement of their own free will and choice. There is no duress or outside pressure making the entity enter the contract.
