Maybe "approve" is a false friend of "aprobar" here, in the sense of "pass the subject" (?)

At least grammatically and syntactically, this would have to be the meaning (with "usando" understood in an instrumental sense as "by using" or "through the use of"). I would thus infer that the children in question had general communication problems and that English was used as a means of ovecoming these problems (i.e., the children had not been hesitant to use English per se, but had been generally reticent to communicate).
I also think that the sense of "miedo" here is likely to be "shyness" rather than "fear".

In general, I think that language here is opaque and overblown, and that this is why there is some difficulty in translating it. I also think that this is why we cannnot exclude the possibility that what was "really meant" here was that the children were able "to overcome their reluctance to use English," in which case the sentence would have to be rendered:

It has also been noted that they have overcome their shyness with respect to using English as a means of communication.
