I think it may just be property tax El Derecho de Frente es un Impuesto sobre los Bienes Inmuebles (terrenos, apartamentos, casas, locales comerciales, kioscos, terreno, etc) que los dueños o propietarios están en la obligación de pagar al Municipio y se fija de acuerdo al valor actualizado del inmueble.

(gen) frontage tax; (Ven) residential and business rates

Thomas West III' ES>AmE dictionary: frontage tax> 'tax based on the megth of the storefront'.

Now collquially in Venezuela, means any kind of rates.
