Of just "Human Resources". I know, I know "recursos humanos" exists in Spanish too, but this is the same department.

As both components of this term can mean management, it would be tempting to think of it as a redundancy. However, the notion of managing management could be rendered by terms like Executive Managemen or Senior Management.
Nevertheless, in this particular case I agree with Simon's solution, i.e. that it is just a rather clumsy way of saying 'Human Resources Management' in Spanish.
