En las políticas públicas está faltando el horizonte de largo plazo que manejan los proyectos de inversión. El inversionista propone un escenario de inversión y retorno de la misma en un periodo de análisis de 40 años. Sin embargo, no existe autoridad política electa que piense las consecuencias de sus acciones en un periodo de 40 años, el análisis y la proyección de las autoridades difícilmente exceden su periodo de 5 años. Ello impide el diálogo para construir escenarios de gobernanza y desarrollo de largo plazo en un paisaje, más bien favorecemos el inmediatismo en las políticas públicas y desincentivamos el dialogo en las políticas públicas relativas a inversiones.

Re: "-ismo ... should be reflected in the English" That's your opinion, Phil, and, naturally, you're entitled to it. I don't believe a translator has to preserve every aspect of the original structure of a text such as suffixes and the like, not even for a text like this one. There's certainly an argument to be made there, though.
