I have found a definition:

Clarify your request, please You don't seem to have a clear idea of what you want. Perhaps you might separate the various terms and ask several questions. Your initial quotation with the link is misleading.

"fondeos libres de hormigón" indicates we are not talking about the buoy, but rather the part on the bottom or the whole system. And one more that may help:

"También se instalarán fondeos ecológicos para evitar la instalación de nuevos fondeos libres. Estos poseen un sistema de agarre al suelo con espiral o tornillo que genera un impacto mínimo, ya que se instalan en los claros de las praderas."
"fondeos libres" This is not about the "anchorage area" or "zona de fondeo", but about the anchorage buoys. Therefore the term "anchorage" should not be used alone when referring to this anchorage systems.

"La retirada de muertos consiste en extraer los fondeos libres de hormigón que están generando el daño a las praderas."

anchorage

A place designated on the chart or in the pilot book for anchoring is called an anchorage.
The link refers to the anchorage outside the Port of Alcudia, which is out of the fairway and where there is room for boats of shallow draft to anchor.
There is a tiny anchorage at Port Colom, too; it is squeezed between the Yacht Club moorings in the approach and the headland.
The last time I was there, there was no anchoring in Cala Ratjada.
Please note that many non-technical Spanish writers will say fondeado when they mean amarrado, moored. You'll see this in all the big newspapers. It must sound nicely nautical to them.
