I had previously asked this but I think it needed more context.

The document is about 2 people being accused of carrying of a firearm of exclusive use of Army, Navy and Air Force and possession of rounds for firearms for the exclusive use. The type of Judge in this case is a "Juez Administrador del Centro de Justicia Penal Federal"

It sounds "Administrating Judge" (I know is too literal, which is never correct).

Clarification: I would say that "administrative judge," even if it may not be a perfect fit across different systems, should work just fine in this context.
