I think it's referring to bowing the head to be humble or show respect. See the following examples from Linguee:

So there was a lot of concern to say, to criticise and to put forward alternatives. I think the alternative we proposed was to work collectively. I am a fervent believer that the only way out for human beings is to work with others; to doff our caps (to others in humble subservience), to be empathetic.

The speaker is unlikely to be saying that his ideal was to go though life "keeping his head down" submissively. He is looking for positive behavior for humanity: "collaborate, get on with your work, be empathetic" All positives.
I found one use in the sense I suggest in an interview with a cyclist. It may be a cycling metaphor.
