They are talking about cart for motor grader. The contractor not sure of the parts he needs.

I think they are referring to all the machines the person has. So you enter the equipment you have and a list of parts will be displayed that is specifically geared to your equipment.

I think the serial numbers refers to the specific machine but the population refers to the name. Not sure what PCC is but assuming it is some kind of software package. So as a customer, you enter a product, say electric pump, and then its serial number, xxx, and the software will display which parts are available for this specific piece of equipment.

agree philgoddard : Asker: no it doesn't mean number of machines. As Marijke has explained, it means an inventory. It's a slightly odd use of "population".
