I have a feeling this "tela" may be a shortened form of "vitela" (Eng., vellum), which was a type of parchment used for very formal documents. There is a synthetic substitute used today called vellum paper, used in technical drawing for its quality and translucence:
"Modern "paper vellum" is made of synthetic plant material, and is called such for its usage and quality similarities. Paper vellum is used for a variety of purposes including tracing, technical drawings, plans and blueprints."

This piece of Argentine real property legislation infers that the "tela" is supposed to be translucent because of the "copias heliográficas" that are to be made from it:
"b) Planos por triplicado (uno de tela y dos copias heliográficas del mismo), suscriptos por peritos habilitados en la provincia para practicar este género de operaciones que contengan al proyecto de trazado cuya aprobación se solicite, ajustándose a las instrucciones que para dichos trabajos establezca la Dirección General de Inmuebles."

So I believe it either means this "vellum paper" or more generically archictectural-grade "tracing paper".
Perhaps someone with better subject-matter knowledge knows another more commonly used name in English for this specific type of plan, or maybe it's not even a physical plan anymore but a digital one?

: U.S., probably just "vellum." In the planning & permitting process, typically many submittals are made, plans on paper. Reviewer(s) mark them up, send them back for revision. After approval, a final submittal on vellum is made - can survive copying, etc.

Could it be a plan printed on canvas? Maybe that lasts longer than paper. Or perhaps it doesn't literally refer to fabric, and simply means a land registry copy.
