Taken from a divorce order in Mexico. Target is US. This phrase appears towards the end of the document. It's referring to a licenciado mentioned earlier in the document who was designated to prepare the paperwork for a letter rogatory. Full paragraph is:

Por autorizado al licenciado que menciona en términos del cuarto párrafo del articulo 112 del código de procedimientos civiles, quien deberá acreditar encontrarse legalmente autorizada para ejercer la profesión de licenciado en derecho mediate la exhibición que haga de su cédula profesional en su primera intervención; en el entendido que de no cumplir con lo ordenado perderá las facultades conferidas en perjuicio de su autorizante, y únicamente tendrá las que se indican en el séptimo párrafo del artículo 112 del ordenamiento legal citado. Por autorizadas a las demás personas que menciona en términos del séptimo párrafo del articulo 112 del cuerpo normativo a que se ha hecho mérito así como para recibir valores.
