Context:
Contrôler l’ensemble des échantillons qui correspondent à un prélèvement, de chaque bobine mère transmis par le fournisseur.

This has been translated as "master coil", but is it a coil, a roll, a reel, a bobbin

My choice is mother roll but if anybody with inside knowledge of the paper industry is out there, confirmation would be appreciated.

It looks to me as if pretty much anything goes:

Note 1 to entry: When the mother reel/roll covers the full width of the machine it is also called a jumbo reel/roll.

This ISO standard is for tissue paper, however. Things might be different for packaging paper (presumably you are dealing with paper for making corrugated cardboard, etc.).

This concerns plastic laminates, not creation of multi-layer paper boards

The next example relates to sampling, so in that respect is in line with your text that refers to prélèvements, and concerns 'paper and board' which sounds like packaging material.

Again, it's an ISO standard whose terminology can at least by justified, even if it might be at odds with the term as she is spoke on the shop floor.

It depends on the larger context of the text.

I have found that mother reel is something like this :
