I'd be grateful for any suggestions regarding the term 'sujeto' in the context of lobbying. I'm not sure if it refers here to a person, or an issue.

It could be either an anonymous person (or group) or a subject matter for study. The given context suggests: 'The proposals must be cautious, at least in the initial stages, given that a drastic change in direction of a subject has repercussions on public credibility with respect to that subject.'
