I am to make a presentation of six outstanding guatemalan citizens. These titles are from Doctor Sydney Samuels' resume.
The document is legal, I would presume.

Literally. I'd use "doctorate" rather than "PhD"...(We need to look at the equivalent qualifications in different jurisdictions).
And I don't think you need to include the "Dirección" component, as that is included in "Management".
And, assuming that "Local" refers to local authorities, then "Doctorate in Local Government Studies" could be an option.
It could also be equivalent to "PhD in Public Administration", for example as offered by the University of Illinois, Chicago.

Let's see what our colleagues think, as the area of degree equivalences is a bit of a minefield.
