I don't get the following sentence:

The Local control responsible should update the Local Control in close consultation with his/her own IC management, i.e. a Control Owner in consultation with the Local Process Owner and/or Local IC Controller, as well on the level that the Group IC Controller consults with senior management or corporate board level to update the standard Internal Control framework.

I don't understand the second part: as well on the level that... or.
What is it I'm missing?
