Firstly, the value of seasonal forecasts will be examined by performing hindcasts to establish the skill in terms of predicting number of people affected (the critical XXX metric). At least ten years of data of people affected is available for this hindcast. These hindcasts will therefore ***constitute a non-traditional skill evaluation*** as this is what is required to establish the utility of the forecasts in the XXX framework.
