As nrabate suggests, though 31.12.2003, with the day before the month, looks normal enough to me in the UK, in the USA they prefer to put the month before the day, so it might be advisable to alter it either to 21.31.2003, or just to avoid any possible confusion, spelling out the month.
My son had a friend who in August 1998, wanted to prove he was over 18 in the USA. He offered a driving licence, giving his date of birth 12th February 1980, as 12.2.80. But he could not get anyone to believe that this was not 2nd December 1980, so it was not accepted.

For a US customer, it might be preferable to put the date this way, but in the UK we put the day before the month as in Russian, so this date would seem perfectly normal to a UK customer.

Official translations are not always the clearest. It does not matter much in English whether you use "of" or "for". But "Informatization"? I don't think that exists in English. I wouldn't use it myself anyway.
