I've found what appears to be Jane's text, and it's for paying your car tax.
It says "Si tiene el recibo de pago vigente puede pagar:" and then gives a list of payment options.
Then it tells you how to get a new bill if you've lost your existing bill or it's out of date.
And then it says:
Si ha de hacer una Autoliquidación, vaya al trámite [followed by the link]
La autoliquidación se ha de hacer:
Para la matriculación de un vehículo nuevo
Para el alta de vehículos que se encuentren en situación de baja temporal en Tráfico.
In other words, you're giving them new information that they don't know, so they haven't sent you a bill.
