Phil, The gov. has eliminated a bidder without any explanation. VVV, the "presidente de la Asociacion de Fomento a la Infraestructura", points out the dangers of said action as it sets a precedent for other agencies. He implies that the elimination occurs because the Gov. favors another contestant and simply eliminates the competition.

Thanks. I'm still trying to understand the context, though. Is VVV the "presidente de la Asociacion de Fomento a la Infraestructura"? If so, what is their involvement, and why are they not happy?

Other appearance of term NOMBRE PROPIO. EI presidente de la Asociacion de Fomento a la Infraestructura, sostuvo que este decreto crea un mal precedente, pues lo mismo podria ocurrir en otros sectores, como en saneamiento
o en la concesion de aeropuertos regionales.

Is the first paragraph a heading? What is VVV? And what is the "decisión" referred to in the first paragraph? Is it the same as the one in the second paragraph?
