Time zones related to quoting deadlines

Just to confirm what I gathered from past postings and the job postings FAQs. The FAQs e.g. state:

8. What time zone is used on the site?
All times shown on the site are in GMT. Users (job posters, for example) may specify different time zones in their messages, of course, but any time that is controlled by the site is stored and displayed in GMT.

Thus, my understanding is that the time zone for a quoting deadline is GMT if a job poster does not specify another time zone. Am I correct, or would in that case the time zone apply in which the job poster is located?

It would be best to always clarify the time zone of reference with the job poster. If the potential client is new and/or has never worked with someone outside their own time zone before, they might not even have thought about the issue of different time zones.

Even if the potential client is experienced, their standard operating procedure might be to quote times in reference to their own time zone, not necessarily GMT, and they could take it for granted that any outsourcer would ass
