« Bon élève mais doit mieux faire », c'est en substance et en caricaturant un peu, l'appréciation du collectif transport à Nantes métropole.
Creo que el calificativo adecuadamente es implícito en "En progrès", ya que "adecuadamente" se contrapone un poco con "necesita mejorar". En sustancia todo progreso es adecuado, creo yo. Otro calificativo más explicito si debería traducirse (por ejemplo: progresa rápidamente o constantemente).

: Tal como peixe ha hecho la pregunta, estoy de acuerdo. Sin embargo, tengo delante un boletín español de mi marido y veo que son DOS expresiones distintas no compatibles. Hay materias calificadas con "progresa adecuadamente" y otras con "necesita mejorar".
