chance,
That day when you asked me what time it was over here, I replied immediately. That was Central Standard Time(CST) in the United States. So you could use that time difference relative to your time as reference.
http://www.timetemperature.com/tzus/time_zone.shtml
People living on the eastern seaboard fall in the Eastern Standard Time(EST) zone. They are one hour ahead of CST, like pk, Shaunna, jyuan, Tingting, et al. (add an hour)
People living on the west coast fall in the Pacific Standard Time(PST) zone. They are two hours behind CST, like Kevin in Oregon and all those nice folks living in California. (subtract 2 hours)
Better yet, you can just bookmark this page, and click on the time zone to find out what time it is for someone over here.

Steve provided a very good explanation about the time zones in the United States.
Please take a look at another at-a-glance time chart from
http://en.wikipedia.org/wiki/Time_in_the_United_States
Here is an explanation about Daylight saving time (DST) in the U.S. and Summer Time in the E.U. from
http://webexhibits.org/daylightsaving/b.html
"Most of the United States begins Daylight Saving Time at 2:00 a.m. on the second Sunday in March and reverts to standard time on the first Sunday in November. In the U.S., each time zone switches at a different time.
In the European Union, Summer Time begins and ends at 1:00 a.m. Universal Time (Greenwich Mean Time). It begins the last Sunday in March and ends the last Sunday in October. In the EU, all time zones change at the same moment.”
